You've heard rumors for years of a monster living in the marsh, stealing people away - it made for good gossip, but not many actually believed it.  Most missing people turned up, or eventually sent letters to their families from a far-off place.  (you'll recall from Ameiko's background she'd done just that as a girl, though that was before these disappearences started)  But a few stayed gone, and some blamed this monster the fishermen talked about.  At least one person blamed Old Megus the witch, but no one was brave enough to go to her house and tell her that straight.

For Lotofsnow:  All of the above, really.  The creature WAS desperate to eat, and hadn't been able to find any goblins to munch on, with their efforts focused elsewhere (and then they hid away in their shacks).  I imagine it's old, for a sinspawn - something made to be shock troops in a war probably doesn't have a long life expectancy, and the events of Rise of the Runelords were a few years ago.  It had never encountered a group like yours before, and had good luck in the past snagging the straggling member of a group with it's sickening bite, and dragging them under the water to drown and eat.
